Commission D Highlights Importance of SLF for Building Safety

Jakarta City Council (DPRD) Commission D Chair Yuke Yurike welcomed the Public Works, Spatial Planning, and Land (CKTRP) Agency's move to issue warning letters to 23 buildings that do not yet have Certificates of Fitness for Use (SLF).

Yuke called for regular and broader enforcement, saying many buildings may still lack SLF certificates. She emphasized that oversight should not stop with the 23 buildings already subject to enforcement.

"I appreciate what CKTRP has done. This should be carried out regularly. I'm sure that if we look closely, there are not just 23 buildings without SLF certificates. There must be many more," Yuke said on Tuesday (9/1).

Yuke stressed that SLF enforcement is key to ensuring buildings meet safety and fitness standards before they are used by the public. She said authorities should look beyond paperwork and inspect the building's technical condition, disaster mitigation facilities, and fire safety systems.

Yuke further called on CKTRP officials to tighten oversight by conducting direct field inspections. Consistent enforcement of sanctions is also important to create a deterrent effect and prevent violations in new building projects, she said.

"In addition to these 23 buildings, which may be a good start, we ask all CKTRP officials in each area to conduct strict inspections. If sanctions are enforced, surely no one will dare to violate the rules again," she added.

In addition to SLF oversight, Yuke highlighted the construction permitting process through the Online Single Submission (OSS) system. She noted that permits must be followed by field inspections to ensure completed buildings comply with regulations.

She cited the construction of sports facilities such as padel courts as an example, saying they still require oversight after permits are issued. According to Yuke, a construction permit should not be the only basis for approval without ensuring that technical and environmental requirements at the site have been met.

Yuke also pointed to limited fire hydrant facilities as one of the obstacles to obtaining SLF certificates. She encouraged the government to seek solutions through technology and more modern fire protection systems. In addition to hydrants, sprinklers, portable fire extinguishers, and evacuation facilities should also be given attention.

She said safety facilities must be supported by regular drills and awareness campaigns. Residents and building users need to be familiar with emergency procedures so they can respond quickly and remain calm in the event of a disaster.

"Most importantly, all the facilities need to be complete. But if there are no regular drills, how will people know how to use them? We also need to conduct regular training and raise awareness so we're not caught off guard when something happens," Yuke added.

Previously, the Jakarta Provincial Government, through the Jakarta Public Works, Spatial Planning, and Land Agency (CKTRP), took enforcement action against 23 buildings that had not fulfilled their SLF requirements in 2026.

Jakarta CKTRP Agency Head Vera Revina Sari said enforcement is carried out in stages, starting with clarification meetings and warning letters, followed by the issuance of SPPKS and SPPKT. The measures aim to encourage compliance and ensure technical standards are met in accordance with Government Regulation (PP) No. 16/2021.

Vera stressed that the enforcement measures are not solely intended as punishment. Building owners and managers are encouraged to proactively apply for or renew their SLF certificates to ensure that buildings used by the public meet fitness and safety standards.
